A lifelong resident of California's Central Coast, Dr. Pierce earned his Bachelor of Science in Kinesiology from San José State University before receiving his Doctor of Chiropractic degree from Palmer College of Chiropractic West in 2010. He is the owner of Pierce Chiropractic & Sports Injury Center, where he has built his career around a simple conviction: that better health begins with education, prevention, and evidence-informed care. His approach centers on helping individuals and families take a proactive role in their own well-being and improve their long-term quality of life.

Laura Torres serves as Secretary of the Board of Directors for Children's Resource & Referral of Santa Barbara County, where she brings the perspective of a dedicated educator committed to access, communication, and inclusion for all children. She has served on the CRR board since 2014.
Laura is a Deaf/Hard of Hearing Specialist with the Santa Barbara County Education Office, a role she has held since 2012. She began her career as a Teacher of the Deaf/Hard of Hearing with the San Luis Obispo County Office of Education, supporting students with specialized communication and learning needs. Across more than a decade in the field, she has worked to ensure that children who are deaf or hard of hearing receive the individualized support they need to thrive in the classroom and beyond.
She holds both a Bachelor of Arts and a Master of Arts in Communicative Disorders and Deaf Studies from California State University, Fresno, where she also earned a Multiple Subject Teaching Credential and an Education Specialist Teaching Credential with an emphasis in Deaf/Hard of Hearing instruction.
Beyond her work with CRR, Laura serves as Board Secretary for the Orcutt Youth Football League, reflecting her ongoing commitment to supporting children and families in her community. Her background in special education and her passion for early childhood access make her a valued voice on the CRR board.
Isabel Ruiz, Board Treasurer, brings more than two decades of human services leadership to her role with the Children's Resource & Referral Board of Directors.
For 21 years, Isabel has served the community through her work in human services, including 10 years specializing in home healthcare. As a leader overseeing hundreds of employees, she has championed person-centered planning to ensure that individuals with disabilities have access to the community, employment, and independence they deserve. Her work is grounded in a firm belief that every person should be treated with dignity and respect, and that strong community systems are built when we recognize the value these individuals bring to the places they live and work.
Through strategic support, planning, and guidance, Isabel has helped countless community members develop independent living skills and build lives of greater self-sufficiency and purpose. She combines the steady hand of an experienced administrator with the heart of an advocate, lending thoughtful leadership to causes that strengthen families and expand opportunity.

Jasmin Frankhauser brings the insight of a seasoned clinician and child development specialist to the Board of Directors of Children's Resource & Referral of Santa Barbara County. Her career sits squarely at the intersection of mental health, early childhood, and family support, making her a natural fit for an organization devoted to children, families, and the providers who care for them.
A Licensed Marriage and Family Therapist, Jasmin maintains a private practice on the Central Coast, where she provides individualized assessment, diagnosis, and psychotherapeutic care for clients and their families. Earlier in her career, she served children and adolescents through school-based and agency settings, including the Santa Maria Valley Youth and Family Center's Safe Schools Program, where she delivered trauma-focused and evidence-based therapy, managed complex caseloads, and partnered with teachers, school counselors, and psychologists on IEP and 504 planning. Across roles in clinical, hospital, and child development center settings, she has built deep expertise in early childhood behavior, family systems, crisis response, and connecting families to the community resources they need.
Jasmin holds a Master of Arts in Psychology with an emphasis in Marriage and Family Therapy from Phillips Graduate Institute, along with dual Bachelor of Arts degrees in Psychology and Child Development from California State University, Northridge. Her clinical training, paired with her dual grounding in child development, gives her a valuable perspective on how children grow, learn, and thrive, and on the supports families need along the way. Nightingale Oao brings the perspective of a caregiver, an advocate, and a devoted mother to her role on the Children's Resource & Referral Board of Directors. A Santa Maria Valley native and the daughter of immigrants, she carries a deep understanding of the families and neighbors CRR serves, and a heartfelt commitment to access, inclusion, and the dignity of every child.
Nightingale's path to advocacy is rooted in lived experience. After working as a caregiver, she now devotes herself full-time to raising her two children, both of whom have special needs. That role has given her firsthand insight into what families navigate each day, from securing the right services to building communities where every child belongs. She channels that understanding into her work in the community, where she is a steady voice for inclusion and a strong supporter of families.
